Short answer: A tax-office inspection records the taxpayer and the facts of the tax registration at the premises. It is not a tax audit, and it does not by itself mean a penalty. The officer shows an identity card. Findings go on an inspection slip. The slip is signed by the person present who has authority. The visit is to the registered workplace, not to the accountant’s office.

In Ankara the first question after opening a company or a sole proprietorship is usually “when will they come?”. The law states no fixed number of days. A visit can follow a registration, an address change, a branch or a cessation, and it can also follow some other finding. It can arrive without notice. Preparation therefore sits at the door, not on a diary appointment.

What an inspection is, and how it differs from an audit

Five steps in a tax-office inspection
From a matching address and activity to a signed copy. Timing depends on the tax office.

The Tax Procedure Law describes this visit as research into taxpayers and into the material facts, records and matters of the tax registration. The officer writes what is seen: door number, sign, the work being done, the person present. A tax audit is a wider review of books and documents. They are not the same act. The slip can later support another procedure. That does not mean a penalty was issued that day.

The officer must show a photo identity card, without waiting to be asked. Someone who will not show it is not shown around the premises and is not given papers. Once the card is in order, the facts are explained calmly. Showing how the declared work actually happens at that address is clearer than saying “we have no problem”.

Which address in Ankara does the visit use?

What is checkedWhat they look forA common mismatch
AddressDoor, floor, and the lease or title against the registerThe street on the sign is not the street on the registry
ActivityThe declared work happening at that addressRegistered as consulting, doing something else on site
SignThe trade name readable at the doorNo sign, or the old name still up
The person presentIdentity and a link to the workplaceSomeone who does not know the file signs the slip
DocumentsThe invoice or device the activity requiresSales, but no document trail

The visit goes to the workplace on your tax registration. Ankara Muhasebe’s office is at Kültür Mah., İçel Sk. No:3/12, Çankaya, near Kızılay. That address is our workplace. Your inspection goes to the door on your lease or in your trade registry. If you are registered in Çankaya, Keçiören or another district, the officer goes there. How we work across districts is in accounting across Ankara. The monthly papers move digitally. The inspection day is physical.

Choosing the address correctly at formation makes the visit simpler. For a limited company the address in the articles applies. For a sole proprietorship, the address notified to the tax office applies. The steps are in company formation in Ankara and how to open a sole proprietorship. If the address changed later, the officer will not wait at the old door until you file the change. If the old tenant has left, the sign is down and the new address was never filed, the slip can say there is no activity.

The inspection comes to the registered workplace, not to the accountant’s office.

The inspection slip and the signature

The result goes on an inspection slip, which has the character of a record. It is drawn up on site, dated, and signed by the person inspected or by someone with authority, if they are there. Read every line before you sign. If you disagree with a sentence, have your own statement written on the slip, then sign. Signing is not an acceptance of a tax assessment that day. Signing unread makes it harder to say later “I did not say that”.

If nobody is there, or if a signature is refused, that fact is written on the slip. In the ordinary form the slip can also be signed by the police, the gendarmerie, the neighbourhood head or a member of the neighbourhood council. Under the rule in force since 2025, those extra signatures are not required when the slip is issued electronically with coordinates and photographs of the place, within the electronic inspection provision. An electronic slip is still read. Ask how a copy will reach you. Send that copy to your advisor the same day.

If the slip says the address was “not found” or that there is “no activity”, the correction starts with the sentence you had written that day and, if needed, a later petition. If a photograph does not show the sign and the door number, have that noted. A spoken “we will fix it” does not exist unless it is on the slip.

What should be ready before the visit?

The sign at the door uses the same trade name as the registry. The floor and door number match the lease and the tax registration. Inside, there is a trace of the declared work: a desk and a sample contract for consulting, goods or shipments for trade, appointments and invoices for a service. Not every activity needs a cash register. Retail may be expected to have a payment-recording device or an electronic document trail. The e-Invoice and e-Archive obligation is a separate question. The threshold is set out in e-Invoice and e-Archive. Saying “we will switch” on the day of the visit does not change the documents of that day.

One person is clearly in charge. In a company that is the manager or a partner with signing authority. In a sole proprietorship it is the owner, or a person holding a written authority, who can read the slip. The neighbouring shop’s employee should not be left to “just sign”. If you are out, someone who knows a visit can arrive unannounced should be able to open the door and call you. If they cannot reach you, your absence goes on the slip.

The electronic notification address is open and is actually read. A letter after the visit may arrive there, not at the door. Missing it does not stop the deadline. The Digital Tax Office password is current, with you and with your advisor. A password that lives with only one person shortens the time you have to explain the slip.

Where a home address is shown as the workplace, the visit is more careful. The law does not forbid every home address. What is looked for is whether the declared work is really carried on there. An empty flat, someone else’s home, or an address used only as a letter box can produce a finding of no activity. A self-employed person working from home should be able to show that the address is the workplace and that the work runs from it. Discussing this on the day of formation is healthier than explaining it on the day of the visit. The address is on the table in a company formation meeting.

What if nobody is at the address?

Not being found once does not mean the registration is closed that day. Your absence is written on the slip. The tax office may visit again, or it may ask for documents or an explanation. Not every office leaves the same paper, and not every case closes on the same timetable. “They came, there is no note, so it is fine” is not a safe reading. Check the Digital Tax Office and electronic notifications the same day. If a letter is there, send it to your advisor.

If you have stopped the business and have not filed a cessation, it is natural that the old address is checked for activity. Do not wait for a visit before you file the cessation. If you have moved, file the new address with the move. If you have opened a branch, that branch has its own address and its own sign. These filings sit within tax advisory. The monthly returns continue on their own dates. An inspection does not postpone VAT or withholding. We keep those dates in the 2026 tax calendar.

A business that works without visiting an office is still inspected at its registered address. Sending documents digitally does not mean the officer will not come to the door. Remote bookkeeping and an on-site finding are different jobs. The document flow is described in how online accounting works. If you are out of the city during the weeks after registration, name the person who will open the door, and keep the phone on.

A second mismatch we see often in Çankaya is a sign that has drifted away from the activity code. One name on the door, another trade inside, a third phrase on the tax plate: the slip writes the three side by side. Saying later “what we meant was” is weak once the photograph and the slip exist. The trade name, the activity code and the writing on the door should make the same sentence. If something changed, the notification comes first and the sign follows. The other way around turns the visit into a letter of explanation.

After the slip arrives, the work is short. Read the copy, mark any line you disagree with, and send it to us the same day. If a correction is needed, the petition and the supporting paper are prepared against the deadline on the notification. Leaving it “until next week” can leave the slip standing as a finding. At Ankara Muhasebe we file that copy next to the formation file, so the address, the activity and the inspection sit in one folder. On a later move, the old slip shows what was recorded, and when.

Frequently Asked Questions

Can a tax inspection arrive without notice?

Yes. The law does not tie the visit to an appointment. Preparation is an address, a sign and a person in charge that are ready without waiting for an invitation.

Is an inspection the same as a tax audit?

No. The inspection records material facts such as the address and the activity, on site. An audit is a wider review of books and documents. The inspection slip is not an audit report.

If nobody is there, does the tax registration close?

Not that day, by itself. Your absence is written on the slip. The office may visit again or ask for an explanation. Check electronic notifications and the Digital Tax Office the same day.

Is a home address a problem at the inspection?

Not every home address is forbidden. What is checked is whether the declared work is carried on there. An empty flat, or an address kept only for post, can be recorded as no activity.

Do I have to sign the inspection slip?

Do not sign it unread. Have any point you dispute written on the slip, then sign. A signature is not an acceptance of a tax debt that day. A refusal to sign is also written on the slip.

In short

A tax-office inspection in Ankara is a look at the registered workplace. The sign, the door number and the activity should say the same thing. The officer shows an identity card, the slip is read before it is signed, and the copy reaches your advisor the same day. Not being found does not close the registration at that moment. Notifications are still watched.

You can plan the address and the inspection file together with company formation, and write to us when the slip is in your hand. Our office is in Çankaya, near Kızılay. Your inspection comes to your own workplace.
